Albert Bissonnette is the founder and owner of ProActive Security / Sécurité ProActive Inc.
After a successful career in the RCMP as an investigator and senior security consultant, and more recently in the Federal Government and the Private Sector, Mr. Albert Bissonnette has been consulting in Investigations, Physical Security, Personnel Security, and Business Continuity Planning for more than 37 years. More recently, Mr. Bissonnette is conducting workplace-related violence investigations, harassment, wrongdoing, and other types of Administrative Investigations.
For over 3 years, Mr. Bissonnette headed the Canadian and International Industrial Security Directorate (CIISD) of the Industrial Security Sector at PWGSC and was responsible for all aspects of physical and IT security in the private sector where a classified contract was involved. He was responsible for providing personnel security clearances, facility security clearances, security contract clauses, security and IT inspections in the private sector, registered companies into the industrial security program, and provided outreach activities.
Mr. Bissonnette was Senior Director, Corporate Security at SNC-Lavalin Security Consulting Inc. and was responsible for the development of new business opportunities. Before that, Mr. Bissonnette was Director of Security and the Departmental Security Officer (DSO) at the Privy Council Office and the Prime Minister's Office. He instituted Business Continuity Plans for the department. He was responsible for security at Cabinet meetings, providing security briefings to Ministers and providing security-related advice and guidance to the most senior public servants in government including the Prime Minister.
As a 27+ year veteran of the RCMP, Mr. Bissonnette's police career included general policing duties, extensive experience as a senior security consultant and, as an intelligence officer on organized crime. He managed the Federal Government’s Physical Security Program on behalf of the RCMP. Mr. Bissonnette participated in the development of the first Government Security Policy and Business Resumption Planning Policy with the Treasury Board Secretariat as well as the development of the first Continuity of Constitutional Government Emergency Plan with Public Safety Canada (then called the Office of Critical Infrastructure Protection and Emergency Preparedness).
Since leaving the RCMP in 2001, Mr. Bissonnette has prepared over 180 administrative-type investigations, 69 of which were WorkPlace Violence. The other 110+ investigations were mostly about wrongdoing and breaches of security. He is well versed in all facets of investigations
Mr. Bissonnette has been deemed a 'competent person' to investigate complaints of workplace-related violence in 69 cases to date. The Canada Labour Code Regulations Part XX, and Bill C-65 recognize an investigator who is apt to conduct such investigations as a 'competent person'.
